I believe that this quote is trying to say that without a goal you don't know which way to steer just like a ship without a rudder and no destination. When on a ship you must know where you want to go in order to steer in that direction. Without a destination you don't know where to go therefore you don't know where to steer and rudder won't work correctly. A destination is your goal just like in life your goal is your destination. When you know where you want to go then you can steer in that direction. For example you are on a ship and you want to go to Hawaii. You must know where Hawaii is in order to steer towards your goal. If you know which way to go then you can steer your way to Hawaii. If you don't know your way then you will probably be turning in circles at the dock, like a dog chasing their tales. In order to move forward you must know your destination and which way to steer.
